Was SW EP: 8 TLJ always supposed to suck?

So you're telling me that Star Wars The Last Jedi was always supposed to suck or is it all just Rian Johnson's fault

According to a twitter thread from 3 days ago that presented the thought that Mark Hamills Luke Skywalker was always supposed to suck, so even if it would be presented by JJ Abrams his character and the movie as a whole would still be bad.
Accompanying this is a quote from the design supervisor Christian Osman who stated that "my first image of Luke Skywalker was in January of 2013...". the image featured an old Luke hiding in a cave re assessing his life's choices (NOT regretting them), and brooding on the Dark Side that we all know is in him.
The difference between JJ's and Rian's Luke
According to the twitter feed, Luke was supposed to be moody and all regretting until about halfway through the movie when he finds himself and his way of redemption by training Rey at the end they end up making a master and student bond.
While in Rian's version Luke barely trains Rey if nothing just to get rid of her, so he can die in peace and then he dies a wimp and an idiot. So which version do you think is better?
